Local Law 152 Periodic Gas Pipe Inspection

What you need to know

As a coop or condo board member in New York City, you are responsible for making sure your building is up to code and safe for owners. Part of that responsibility includes periodic gas pipe inspections. Local Law 152, also known as the Gas Pipe Safety Law, requires coop and condo boards to have their gas piping inspected by a qualified professional.

Gas pipe inspections are an important part of keeping your building safe and up to code.

 

  1. What is Local Law 152?

    Local Law 152 was passed by the NYC Council in 2016 as part of a gas safety package. The law took effect in 2020 and requires all NYC buildings to have their Gas Piping System (GPS) periodically inspected by an NYC Licensed Master Plumber. 

    The qualified inspector needs to inspect all exposed gas piping starting at the point of entry and throughout the building. It excludes the apartments, which do not need to be inspected.

    The report from the qualified inspector will include a list of any conditions requiring correction: corrosion, deterioration, illegal installations, non-code-compliant installations, and any other unsafe conditions.  

  2. Who is required to comply with Local Law 152?

    All NYC buildings (including coops and condos) other than R-3 buildings (one- and two-family homes) are required to comply.  

  3. When are gas pipe inspections required?

    The NYC Community Districts have been grouped into four requirement-year categories. The annual due date is December 31 and spans through 2023 before the inspections start over again for inspections every four years.

    4, 6, 8, 9, 16 2022

    11, 12, 14, 15, 17 2023

  4.  Who can conduct gas pipe inspections?

    Inspections must be conducted by a New York City Licensed Master Plumber (LPM), who is responsible for submitting a Gas Pipe Certification form to the Department of Buildings within 60 days of the inspection.

  5.  How much does it cost?

    The cost of the inspection and any necessary repairs will vary depending on the size and condition of your building's gas piping system. However, you can expect to pay several thousand dollars for the inspection and any necessary repairs. Don’t have the funds to pay for this?
